Had the same issue on my Surface 3. XPS printer installed, working. No SendtoOnenote printer, couldn't install it manually either. The annoying reinstall or repair process never fix anything. I bought the Surface so that I can get a more consistent experience with Windows my experience with Windows is nothing but disastrous. Looks like I have to continue to suffer to use Windows. Click Add a Printer the Devices view will not let you add one on your own - it only lets you select from a list of found devices.
